Maybe not a full repair but an L4 or L5 can maybe jury-rig something out of the broken/smashed parts to give "Solar Panel - repaired" that is 25~30% capability of an undamaged one. No spare parts needed, and you still pay a penalty for killing your solar panel (because it almost always is the result of carelessness).

Had Bill jump onto an extended solar panel and it broke apart. The piece of the solar panel that connected to the vessel was still attached and I was able to fully repair it with a repair kit. There are also contracts to fix satellites in orbit and rovers

As far as I know the only part you can really repair with an EVA''d Kerbal are the rover wheels. You can also repack deployed parachutes, and I guess you can have them unpack stowed solar panels (i.e. you could send a manned rescue mission to a probe that you may have forget to deploy the panels on).

Got a mission to repair a rover. It''s missing a part. So I go look at the rover and all I can see missing is it doesn''t ha a battery. But you can''t put a battery in your cargo and apparently you can''t even move a battery attached to your ship. So all I can figure is to use the grapple arm and grab the rover. Then I assume I can extend the solar panels.
When you fix wheels and landing legs the game is effectively doing the same thing in-engine. But it seems like solar panels should need some kind of materials. The new evolution of KAS (KIS, which looks like it will be out shortly) might add that function, or they might want to by letting you take up a solar panel repair kit and repair with that.
I have been experiencing what I first thought were exploding solar panels. However, I now think it is not the solar panels which are exploding, but the octagonal struts they are connected to. To elaborate, there have been several instances where I start a maneuver, hear an explosion, inspect the craft, and find one or more solar panels missing.
